An Ordinance Amending The Personnel Policy Regarding Employee Healthcare Deductions
Ordinance No. 2014-27, Village Of Yellow Springs, Ohio

Interested persons will take note that the Village Council of Yellow Springs on Monday, December 15, 2014, gave first reading to an ordinance, text to follow. Council will consider said ordinance for a second reading and a public hearing to begin at 7:10 p.m., Monday, January 5, 2015, in the Bryan Community Center, 100 Dayton St.

WHEREAS, Section 85 of the Village of Yellow Springs Charter charges Village Council with adopting by ordinance a comprehensive personnel policy and with amending this policy, as necessary, by ordinance; and

WHEREAS, the Village of Yellow Springs Personnel Manual currently has a specification regarding healthcare premium deductions that creates a situation that affects some employees inconsistently; and

WHEREAS, the Village of Yellow Springs endeavors to treat all employees equitably and fairly as often as possible;
NOW THEREFORE, COUNCIL FOR THE VILLAGE OF YELLOW SPRINGS, OHIO, HEREBY ORDAINS THAT:

Section 1. Effective immediately, Section 303 of the Personnel Policy Manual, “Medical Insurance,” shall be amended to read as follows:

MEDICAL INSURANCE The Village shall, for all eligible full-time and part-time employees, provide and pay partial premiums on a High-Deductible Health Savings Account benefit plan that includes coverage for routine and preventative care and prescription drugs. Such insurance shall also cover an employee’s dependents.

Village employees shall contribute to the cost of medical insurance at a rate of 15% by payroll deduction. Employees may not opt to cancel their coverage to save their contribution, unless the employee can show satisfactory proof of equivalent coverage from another source.
