ELECTION 2020 VOTERS GUIDE November 2020 17 Greene County Commissioner Vote for 1 Term Beginning 1/2/21 Responsibilities of the County Commission are to exercise financial control of County expenditures; to authorize public works; to purchase land and buildings; to let contracts; to plan and administer welfare. The Board of County Commissioners also appoints other officials to operate various departments. QUESTION #1: If elected, what initiative will be your top priority for the next four years? QUESTION #2 : What can the county commissioners do to address the economic effects of the COVID-19 crisis? COLIN JAMES MORROW (D) BIO: Combat Veteran/COL in USAR. Defense Contractor. Deputy Mayor. Husband. Father. Son. My family and I have lived and in the Miami Valley for 20+ years. We call Fairborn home, are Wright State graduates, and belong to a local Episcopalian Church. ANSWER #1: Our current jail facilities are not meeting the needs of our community. Rather than focus on a jail as a response without follow up action,we need to emphasis less bed space, more rehabilitation services and re-look at the social justice reforms as theyrelate tominorities. Wemust re-lookat social justice reforms for implicit bias, especially in terms of incarcerations of minorities and bail reform which is something Rick Perales does not support. ANSWER #2: I have seen the devastating impact COVID-19 had on our community, especially our businesses who have suffered losses in employees, revenue, and closures. Together with our commissioners, it’s our business owners who will lead the way forward in our recovery, and I will bring my current experience in the public, private and government sector to work with them, identifying funding, helping innovate and adapt business strategies to the current COVID environment and in the future. RICK PERALES (R) BIO: Previous offices / appointments: Beavercreek City Council,Beavercreek Mayor, Greene County Commissioner,Ohio State Representative,73 District, western side of Greene County ANSWER #1: Jobs – With my unique insight, experience and contacts, I will continue working in tandemwithWPAFB to best benefit themilitary and region. Recently, WPAFB won the F-35 sustainment mission, bringing over a thousand high-paying jobs in the next few years. Similarly, we are currently advocating for the Space Force HQ. Even if we don’t get the Headquarters, a good showing could result in additional jobs. We need to continue important partnerships to ensure good DoD opportunities land in Dayton. ANSWER #2: Prior to the COVID-19 Pandemic,Greene County was operating under a budget surplus. Commissioners need to continue working to support all jurisdictions with federal funds (including COVID 19-related funds) flowing through the county. I would further look into providing the most flexibility for jurisdictions to use these funds, and advocate to state officials to provide assistance in a variety of ways (state funds, regulations/restriction, etc.). Make no doubt about it,we are looking at some lean years ahead.
