Approving the Proposed Reorganization of the Village Workforce

Interested persons will take note that the Village Council of Yellow Springs on Monday, September 19, 2011, gave first reading to an ordi-nance, text to follow.

Council will consider said ordinance for second reading and possible pas-sage into law during a public hearing to begin at 7:10 p.m. Monday, October 3, 2011, in the Bryan Community Center, 100 Dayton Street.

VILLAGE OF  YELLOW SPRINGS, OHIO ORDINANCE 2011-24

WHEREAS, the Yellow Springs Village Council being concerned about the workload of the Village Manager; and
WHEREAS, the Yellow Springs Village Council instructed the Village Manager to examine ways to reorganize the current Village workforce to reduce direct reports, provide improved staffing backup capabilities, utilize outside contractors as potential sources of added expertise and cost efficiencies for areas not requiring full-time employees, and to generally assist the Village Manager while not having a long term impact on Village finances; and
WHEREAS, the Village Manager completed this analysis and recommended the expansion of a current contract with Courtney and Associates for electrical utility administration assistance, the filling of the Assistant Village Manager position, and the elimination of the Planning Assistant and Economic Sustainability Coordinator positions; and
WHEREAS, the Yellow Springs Village Council has reviewed and dis-cussed this proposed reorganization and is in favor of its implementation.

NOW, THEREFORE, THE COUNCIL FOR THE VILLAGE OF YELLOW SPRINGS, OHIO HEREBY ORDAINS THAT:
Section 1. The Village Council approves the reorganization of the Village workforce as shown on Exhibit “A” attached to this legislation (on file at the Clerk of Council’s office, Y.S. Library, Bryan Center lobby or online at http://www.yso.com).
Section 2.  This ordinance will be in effect and full force at the earliest date permitted by law.
