An Emergency Ordinance Amending Human Relations Commission

Ordinance No. 2013-23, Village Of Yellow Springs, Ohio

Interested persons will take note that the Village Council of Yellow Springs on Monday, Oct. 21, 2013, gave rst reading to an ordinance and passed as an emergency, text to follow.

WHEREAS, the Council for the Village of Yellow Springs adopted Ordinance 92-14 on October 19, 1992, which established a Human Relations Commission (HRC); and WHEREAS, the Council for the Village of Yellow Springs adopted Ordinance 99-11, passed December 20, 1999 which repealed Ordinance 92-14 in its entirety, and;

WHEREAS, The chapter was again re-enacted by Ordinance 2000-3, passed April 3, 2000, and;

WHEREAS, Village Council wishes to amend Section 276.03 to add Alternate members to the Human Relations Commission,

NOW, THEREFORE, THE COUNCIL FOR THE VILLAGE OF YELLOW SPRINGS, OHIO HEREBY ORDAINS THAT:

Section 1. Existing Section 276.03 Membership of Chapter 276 Human Relations Commission of the Codied Ordinances is hereby repealed in its entirety.

Section 2. A new Section 276.03 is hereby enacted to read as follows:

276.03 MEMBERSHIP

The members of the Human Relations Commission shall be as broadly representative of the residents of the Village as possible. The Commission shall be comprised of seven members, including a representative from Council who shall be a qualified elector of the Village appointed by Council. The Human Relations Commission shall be permitted up to two Alternate members. Terms shall be four years.

Section 3. This ordinance is hereby declared to be an emergency measure immediately necessary to preserve the public interest and for the health, safety and welfare of the citizens of the Village, and more specically to allow for the orderly meeting of this important public body to conduct the public’s business without further delay, wherefore, this ordinance shall be in effect upon its adoption by Council.
