FINAL READING OF JUSTICE SYSTEM TASK FORCE’S PROPOSED RECOMMENDATION
RE: SURVEILLANCE TECHNOLOGY 

DESCRIPTION: The Yellow Springs Justice System Task Force (JSTF) will consider whether
to recommend that the Yellow Springs Village Council adopt a resolution, “To
Promote Transparency and Protect Civil Rights and Civil Liberties with Respect to
Surveillance Technology”.

The draft resolution defines “surveillance technology” to include, but not be
limited to, automatic license plate readers, sting rays, video surveillance cameras,
and predictive policing software.

Police departments around the country are rapidly adopting surveillance tech-
nologies that could have significant impact on civil rights and civil liberties. This
ordinance neither approves nor disapproves any specific technology or use of
technology but would require that before any such technology is sought, acquired,
or used by the Village that the Village Council approve that action subject to condi-
tions on use, after a public hearing. It also includes data collection and reporting
requirements.
