ESTABLISHING CHAPTER 212 OF THE CODIFIED ORDINANCES: ETHICS
ORDINANCE 2021-11, VILLAGE OF YELLOW SPRINGS, OHIO

Interested persons will take note that the Village Council of Yellow Springs on Monday, June 7, 2021, gave first reading to an ordinance, text to follow.

Council will give a second reading and pass into law during a public hearing on Monday, June 21, 2021, in the Bryan Community Center, 100 Dayton St.

WHEREAS, the Ohio Ethics Law applies to all municipal officials and employees, and 

WHEREAS, Council for the Village of Yellow Springs, Ohio, has recognized a need for the Village’s elected and appointed officials as well as employees to understand obligations under Ohio’s ethics laws as well as Village values to ensure that all officials and employees conduct themselves in a manner that fosters public confidence in the integrity of the Village, its processes, and its endeavors by avoiding favoritism, bias and perceptions of impropriety, and

WHEREAS, Council members and Village Manager owe a fiduciary duty to the Village and as such, all officials and employees under their collective supervision shall be held to the highest ethical standards in all public matters in the interest of preserving the public trust, and

WHEREAS, Council for the Village of Yellow Springs desires to codify certain aspects of protections to the public embodied in Ohio’s ethics laws, as set forth in R.C. Chapters 102 and 2921, and as interpreted by the Ohio Ethics Commission and state courts, and implement local training requirements for officials and employees as a matter of home rule powers,

NOW, THEREFORE, COUNCIL FOR THE VILLAGE OF YELLOW SPRINGS, OHIO, HEREBY ORDAINS THAT:

Section 1. Chapter 212 of the Codified Ordinances of the Village of Yellow Springs, attached and incorporated as Exhibit A*, is hereby adopted.

Section 2. This Ordinance shall take effect at the earliest date permitted by law.
