Ordinance #2010-05 Authorizing the Annual Transfer of Funds and Declaring an Emergency

Interested persons will take note that the Village Council of Yellow Springs on Monday, April 5, 2010, gave first reading to and passed an emergency ordinance, text to follow.
WHEREAS, Ordinance 2010-04 was adopted to make appropriations for expenses of the Village of Yellow Springs, State of Ohio, during the fiscal year ending December 31, 2010; and
WHEREAS, the Village of Yellow Springs Charter, Section 41, requires the transfer of funds be approved through an ordinance established by Council; and
WHEREAS, this ordinance is hereby declared to be an emergency measure necessary to preserve the public interest and provide for a special emergency in the operation of Village services, such emergency being the urgent necessity to provide for legitimate expenditures.
NOW, THEREFORE, THE COUNCIL OF THE VILLAGE OF YELLOW SPRINGS, OHIO HEREBY ORDAINS THAT:
Section 1. In accordance with Ordinance 2010-04 and Charter Section 41 the following transfers of funds for fiscal year 2010 are authorized:
General Fund Transfers to:
Street Maintenance and Repair Fund … $455,395
Parks and Recreation Fund … 370,000
Economic Development Fund … 50,000
Green Space Fund … 50,000
Police Pension Fund … 65,000
FEMA Fund … 33
Park & Rec. Capital Improvement Fund … 130,098
Facilities Improvement Capital Fund … 332,364
Bond Retirement Fund … 47,382
Widows Fund … 1,500
TOTAL GENERAL FUND TRANSFERS … $1,501,772
Parks and Recreation Fund Transfer to:

Electric Fund Transfer to:

Section 2. The Finance Director is authorized to transfer the funds as they are certified and available.
Section 3. This ordinance is hereby declared to be an emergency measure necessary to preserve the public interest and shall take effect at the earliest date permitted by law.
