AN ORDINANCE AMENDING SECTION 252.06 — PERSONNEL POLICY MANUAL — OF CHAPTER 252 — EMPLOYEES GENERALLY — OF PART TWO — ADMINISTRATIVE CODE — OF THE CODIFIED ORDINANCES OF THE VILLAGE OF YELLOW SPRINGS, OHIO AND DECLARING AN EMERGENCY
ORDINANCE 2021-34, VILLAGE OF YELLOW SPRINGS, OHIO
WHEREAS, the 2014 personnel policy manual is, in parts, obsolete or differs from current best practices, particularly illustrated by the COVID19 pandemic’s effect on operations, and
WHEREAS, the Village received an audit recommendation to incorporate the public records policy into the personnel policy manual by December 31, 2021, and
WHEREAS, the Village Manager has proposed changes to the personnel policy manual attached to this document as Exhibit “A”* but anticipates continuous review with Village Staff for feedback in the first quarter of 2022 as other amendments will be necessary,
NOW, THEREFORE, COUNCIL FOR THE VILLAGE OF YELLOW SPRINGS, OHIO DOES HEREBY ORDAIN THAT:
Section 1. The existing section 252.06 of the Codified Ordinances of the Village of Yellow Springs is hereby repealed.
Section 2. Council does hereby approve and adopt the attached revised personnel policy manual dated January 2022, which is hereby incorporated by reference in its entirety, to replace Section 252.06.
Section 3. Council finds an emergency exists to avoid an audit finding for the 2021 calendar year and to allow part-time employees and elected officials to take advantage of medical insurance enrollment, therefore this ordinance shall be effective immediately..
